To the right of the equal sign is what the driver would type in as a reply (or what the BB reply button is set to send). The | symbol is like saying "or". To the left is the internal number of the exchange codes. Those numbers match the exchange codes at the top of the article.
So, 2=4|onboard means that if the driver replies with a 4 or onboard, the exchange response value is 2. 2 means ONBOARD so the reservation trip status is updated to OnBoard.
If the driver responds with 10 or dropped, the exchange response value is set to 3. 3 means Complete, so the reservation trip status is updated to Complete.
There is a section in the exchange ini used to set what the end response is:

This section is used to signal where the end of the reply from the driver is. The code first looks for this data, then everything in front of it is the reply data. If you view the whole message in the inbox, you will see what this value is.
